tonight. i'm bill o'reilly, please remember that the spin stops here. we're definitely looking out for you. ♪ >> so what did she know and when did she know it. tonight on "hannity" the moment that everybody's been waiting for, hillary clinton's highly anticipated testimony what happened in benghazi on the night of september 11th, 2012 that left the u.s. abbott and three other americans dead. before we take you inside the hearings, we have an update on the story we broke last night the shocking report of four u.s. f-16 fighters jets headed to egypt as part of an aid package for the country. tonight the first photo of what those exact jets look like, now, they're customized

with the egyptian flag on the tail of the plane. our soon to be departing secretary of state appeared before the senate and house foreign relations committee today and not surprisingly after months of waiting, a number of members jumped at the chance to finally get to the bottom of what happened the night that ambassador chris stevens and three others were murdered at the consulate in benghazi, and in the end, secretary clinton fiercely defended susan rice, blaming the attack on the anti-muslim video. and the most disturbing when seemed to indicate, it doesn't matter what the motivation. >> the fact is we have four dead americans, was it because of a protest or guys out for a walk one night decided they'd go gikill some americans? what difference at this point does it make, it's our job to

figure out what happened and do everything we can to prevent is from happening again, senator. honestly i will do my best to answer your questions about this, but the fact is is that people were trying in real-time to get to the best information. the ic has a process, i understand, going with the the other committees to explain how these talking points came out, but you know, to be clear, it is from my perspective, less important today looking backwards as to why these militants decided they did it than to find them and bring them to justice and then maybe we'll figure out what was going on in the meantime. >> sean: lying to the american people for two consecutive weeks? forgive me, i'm going to bet it makes a difference to the families of the four dead americans. and another moment between rand paul and he told she

should be fired over her epic failure in her department. >> i'm glad you're accepting responsibility. i think ultimately with your leaving you accept the culpability for the worst tragedy since 9/11 and i really mean that. had i been president and i found that you did not read the cables from benghazi, you did not read the cables from ambassador stevens, i would have relieved you of your post. i think it's inexcusable, inexcusable that you did not know about this and you did not read these cables. i would think by anybody's estimation, libya has to have been one of the hottest of hot spots around the world. it was a failure of leadership not to be involved. >> sean: joining me tonight is kentucky senator rand paul. welcome back, welcome to the program. >> glad to be with you. let's get your overview of what you thought of the hearings. what did you think specifically about her answers today? do you feel that things were clarified? >> well, you know, one of the things we've suspected for a long time is that she did not read the cables. there were pleas for help, these were pleas for security

coming from the ambassador, coming from benghazi. they were turned down. meanwhile, they're spending money in europe on electrical cars and electrical charging stations, but they had real pleas for security and they turned them down, and i think that's inexcusable and i called her to task on that because i think that the families of those who died at benghazi, they deserve accountability. they deserve someone to step up and take responsibility and i think it's wrong that no one was fired. i was disappointed after the original 9/11 when no one was fired, but i'm doubly disappointed now that no one was really held accountable and so i held her accountable today and i hope that people will hold her accountable. >> sean: there are three phases about this i see, senator. one is the before period, during and after. and staying on the before here, there were multiple occasions that we know of when they requested in benghazi additional security and even the ambassador said they could not survive a sustained assault. now, not only did we not grant their request for more

security, we cut it back. and any explanation been given as to why? >> you know, that's what i've been most concerned with is the before. in the middle of this, and in the aftermath, i think there was a political coverup. i think there was this fog of war, but for a year in advance of this, there's no excuse for not providing security, particularly when they were requesting it, they turned down a 16 person security detail. they turned down a d.c. 3. there were these explosions happening around and attempted assassinations and there were no marines, no marines there. and i think the real problem, this is something the review board failed to get to and it's a problem coming up in the future that may lead to further tragedy is the embassy in a war torn area like libya should be be treated like a war zone. it should be protected by the military. i don't think the state department's capable of this. so, i fear there could be another tragedy unless we have the military guarding embassies in very dangerous

countries. >> sean: secretary clinton had four months to prepare for this appearance today before both committees. did you get the sense, being in that room, that that indignation, that feigned route rage she showed to senator johnson was pre-planned? >> i think in some ways i think she feels some guilt over this. i hope she feels accountable for this, i hope she feels culpable, but i think some of her lashing out at senator johnson was sort of a way to sort of get off her chest her feelings offer this because i think it is-- it has taken an emotional toll on her and rightfully so, but really, these were tough decisions and she didn't show leadership in this. the fact that she wasn't reading these cables from ambassador stevens, she wasn't performing her job adequately and i think for that she needs to be held accountable. >> sean: two waves of attacks that happened on september 11th and we know in the final hours when ty woods of the

navy seals gave his life and saved a lot of people up to that point. did you get an adequate explanation why help was not coming from our government and the president, and what's the rational decision, charlene lamb said they were watching it at the state department in real-time. >> i didn't get an adequate explanation and the question, if we have the battleships and air ships, if they're in germany. is that close enough to the middle east, should they be in italy, in north africa, should there be a military presence in libya if we have an embassy there? a lot of questions that were not fully answered a lot of questions that were incompletely answered and ultimately i think the biggest problem they tried to treat the embassy in libya like you would the embassy in paris and tried to say they're the same thing and they're not. one is in a war zone and should have been treated differently. i'm still fearful that in the

future we could have another problem in libya or if syria gets a new government are we going to do the same thing and send an embassy to a new government in syria without adequate military protection, that's what i'm concerned about. >> sean: will the he me go to because now it's the question of afterwards. now, i know that susan rice's name came up and secretary clinton defended sues ran rice a lot the on went on five sunday shows. and after the attack, the state department was watching the attack in real-time knew it had nothing to do with the video. and she and president obama put out a psa and i want to remind you of this. >> since our founding the united states is a nation that respects all favorites and reject those that denigrate the beliefs of other, there's no justification for this type of senseless violence, none. >> let me state very clearly,

and i hope it is obvious, that the united states government had absolutely nothing to do with this video. we absolutely reject its contents and message. america's commitment to religious tolerance goes back to the very beginning of our nati nation. senator, that's eight days after the attack, 14 days after the attack, the president himself is still blaming the video. all the evidence to the contrary from the president of libya, to our own state department watching in real-time. we knew that wasn't true. >> without question, without question, there was a political coverup. without question-- >> why, why do you think that is? >> well, i asked one question. i got one question he in towards the end of my period and i said, were we involved with selling, buying or

procuring or transferring arms to turkey? i think arms have been sold out of libya to turkey and they're winding up in the hands of the syrian rebels. i think they did not want to draw attention to that and that may have been occurring, the cia annex. i don't have proof of this. no one's given me any information, i have no briefing to this, but there have been articles in the news print and the press saying there's some gun running going on and i think they wanted to get attention away from there and say, oh, it had to do with something like a movie to draw attention away from maybe it had something to do with the grosse pointe running apparatus or gun running organization that was happening in benghazi. >> sean: good job today, senator, and thank you for asking some tough questions today, we appreciate it. >> thank you, sean. >> sean: coming up, shocking story the very first images of american f-16's, they're now en route to egypt. they've now surfaced. now, this is only one of the deadly fighters jets that will

abrams tax, at the time with mubarak and the current president morsi is hardly someone demonstrated he's committed to keeping peace with israel. i want to take a moment and remind our president before he delivers the remaining parts of the deal to morsi, exactly who he's dealing with, mohammed morsi is a muslim brotherhood member, a 9/11 truther, called the israelis descendents of apes and pigs and called them vampires and killers and stands with the palestinians and told an iranian news agency he'll reconsider the camp david accord and pushed through a sharia focused constitution and one more thing, mr. president, he called you a liar and america the enemy. here with the reaction of the troubling story former new york mayor rudy guiliani. you know the first questions that come to my mind are, why would anyone give these planes when they likely will be used

to attack israel? >> it's hard to figure out exactly what else they could be used for. explain to me where egypt is threatened. egypt is not threatened by saudi arabia, egypt is not threatened by iran. egypt is not threatened by russia, china, the united states. what conceivable reason would they have for these jets other than to do something to protect themselves theoretically against israel or to help iran in some kind of action against israel, considering the fact that this man, i have a particular grievance against this man because he wants the blind sheik released from prison, a man convicted of a conspiracy to bomb my city. >> sean: that was the 1993 world trade center bombing. >> that one and two years later engaged in a conspiracy to bomb our bridges, our tunnels, and people may have forgotten this. he was in new jersey, a preacher, he is probably behind the 1993 bombing and he's certainly guilty of a plan to bomb our bridges and our tunnels and kill thousands

and thousands of new yorkers. and this man who now is going to get the jet fighters wants this man released. >> sean: he's a 9/11 truther, he's part of a terrorist organization. i'm trying to figure this out. i like to think that-- >> i can't, i can't figure this out. >> sean: here is my question. what is the president's motivation? >> you're going to have to ask the president, get him on your show and ask him. good luck, good luck. and there is. >> sean: there is no conceivable enemy for this country in their mind other than israel. you tell me the threat to egypt. why do they need these planes? and they're certainly been a big change in circumstance from mubarak who was for all of his other grievances and bad things about him, a friend of the united states, a friend of israel. be somebody we could rely on. there's a big difference and a big change in circumstance so you think you would slow this down. this is after only two weeks after the revelations about

the comments. >> sean: about descendents of apes and pigs. >> apes and pigs, come on. we're going to give lethal weapons to someone who believes that the people in israel are descendents of apes and pigs. >> sean: i'm not being repetitive here, but i want to go back. a terrorist, 9/11 truther, a guy implementing sharia law, a guy that's threatened the camp david accords, calls the israelis all of these names, why? why would we do this to our allies. >> and has to be attendant to some group of concessions he's going to make, uphold the camp david accords, and move forward with a different kind of relationship with israel than the one he thought he would have when he was head of the muslim brotherhood, how he helps us to stop iran from becoming a nuclear power, what are we getting from this? nothing. >> explain to me what are we getting? >> you be the host. i'll answer.

i can't believe it. all right, let me go back to the subject we were dealing with in the last segment. >> i thought the most remarkab remarkable thing was hillary's comment, why does it matter. if you can't figure out why the attack took place, you can't prevent it in the future. if it was a protest and a one-off attack and part after al-qaeda extremist conspiracy. in one case, you can deal with. in the other you've got a whole group of other attacks that could take place after that like the one that just took place and now the algerians had to deal with. if you don't figure out the cause, you're never going to be able to figure out how to stop it. >> sean: they couldn't admit it was terrorism because theys were in the middle of an election. >> that statement is incredible to me. hillary is a very smart woman. she has know to figure out why

this attack took place. if you have any hopes of preventing another attack. there's a difference between a single murder than a murder committed by the mafia and 30 people. >> sean: and if it's a spontaneous event they're not responsible. if it's terrorism and they did not listen-- >> and when you go over the testimony, that's what this is all about. this is all about the obama narrative that we heard in the inaugural address, no more wars. the world is at peace because he got bin laden. meanwhile, it it looks like we're looking at a more dangerous world now. we're looking at a proliferating al-qaeda in all different forms, proliferating islamist extremism. and i thought algeria was leading from behind, in libya and-- >> mr. mayor, always good to

serious questions about the obama administration's decision to hand over some of our most deadly military weapons to egypt. now, particularly given the nation's ties to anti-terrorist groups like the muslim brotherhood, and how idiotic the proposal is to give away f-16's and 200 tanks to a company led by a 9/11 truther like mohammed morsi. we have retired air force, tom mcinerney and a fox newt contributor, liz cheney. liz, i know you know this region very, very well. i know the argument was there were more moderate people in the military, but they've been replaced by supporters of mohammed morsi, so, i know -- what is the reason, tell me the motivation here knowing that this is going to put israel at risk. >> you know, i can't, i can't imagine what the motivation is, sean, you have a situation where the gift of these f-16's was approved back in 2010,

when you had a very different set of circumstances. the egyptian military underhosni mubarak had in fact been an important ally of the united states. i think that the egyptian military still has the potential to be somewhat of a balancing factor against the muslim brotherhood. however, it is the case that the president morsi has replaced the head of the military, and put in his own person. certainly, at this point given the resurgence of al-qaeda across north after characters given the ties that the egyptian government to terrorist organizations like hamas. given the fact that president morsi has proven again and again and again he doesn't view the united states as a friend. we need to stop this movement of these f-16's to egypt and need to take another look at in fact now we're relating to the government of egypt and get to a point frankly, where the united states once again has some credibility in the region which we simply don't. >> sean: general, it goes back to a very simple question,

you've got a guy that's a part of a terror group, a guy that's a 9/11 truther, calls the israelis apes and pigs, all the things we're describing, vampires. explain this why would obama give somebody that is so anti-israel the very weapons that could destroy them? >> well, sean, this is a very good question and i'm delighted that you're highlighting it. first of all, there's no question that the muslim brotherhood are radical islamists, so, we have a situation that dramatically changed since 2010. i think that the only thing that i could see was, there was a deal struck when morsi told hamas to quit the attacks on the israelis in december when they were attacking and the israelis almost went to war. that may have been what the quid pro quo was, i do not know that, but this was a very risky decision, they are very capable airplanes, they are the latest block, block 52,

f-16's, they're not knock-offs, they're not low cost export models. they're the very best we've got and they already have 220. and this additional 20, largest f-16 in the world. isn't that larger than the planes than the israelis have? isn't that larger? >> yes he, that's larger than the israelis and the israelis are more capable pilots, but there's no question that numbers have an impact. so, we are now in a very dangerous position. i think it should be reassessed. there's a value to keep the egyptian military on our side. there is no question that morsi replaced the chief of the defense staff and has put his leadership in and you're in a situation like when hitler took offer in 33 and the german generals thought they could control him. when you have autocratic

governments like this, you're not going to control an individual like morsi. i think it's very important we have a national discussion on it. >> sean: liz, would this be any different than giving the planes to ahmadinejad in iran? why do i not see a difference? is it the same? >> i don't think it's exactly the same, sean, but i think you clearly have a situation the message this president sent there are no consequences to crossing the united states. >> there are no consequences, you overrun our consulate in benghazi, kill americans and no one is held to account. in this particular case, president morsi allowed members of al-qaeda to overrun the american embassy in cairo and allowed them to rip down our flag and fly the al-qaeda flag and all of that happened when he had the responsibility as the sovereign government to ensure and protect our people.

to speak out. he has a right to move to a state that would not tax him like tiger woods moved to florida. >> sean: tucker, you notice something, he's not answering my question. >> 50%, if you want-- >> 50 cents on the dollar. all is said. >> i thought 62 was-- i still think 50 and that's a historical matter not a high tax burden. >> sean: and here is what we've got, tucker, in the case of phil mickleson, 40% federal income tax, he's got 13.5, so, that's just shy of 54%, he's got 4% obamacare tax, he's got his payroll tax, property tax, hidden tax, sales tax, 63 cents of every dollar. the government and if he dies they're going to take the gold out of his teeth. the government is robbing him blind. >> the handy guideline, whenever the government takes the majority of what you make, it's hard to defend that on moral grounds. what's the justification, the practical effects are obvious. i'm a 6th generation

californian, i'm in arizona now. half the affluent neighborhoods in this city are occupied by people in california,en you can sniff and say they're unpatriotic, but that's california's problem. you're going to end up with a state no one can pay for the state government. and that's a disaster. >> sean: let me put up on the screen here, and we did background and research, and the american exchange council came up with numbers and that's people moving from states that have the highest taxes and you can see the number is what, 4.2 million people, and then we have people moving to states with the lowest taxes, you can see a transfer, 2.8 million people and then you've got these states that have no state income tax, florida, texas, alaska, south dakota, nevada, washington and wyoming. and my question to you, juan williams here, why, why would government tax people to the point that they're going to move? they create an incentive to leave the states they love. why would they do that?

>> well, wait a second, wait a second, the people of the state of california have voted to approve this tax rate. i mean, i remember when you said that the people of california had a ban on gay marriage, and so this is the will of the people. so it's a democracy. >> sean: let's use new york as an example. new york is very similar to california no one voted on that except for representative of-- and i guess what i'm asking here, the president says he wants millionaires to pay more and more and want to raise taxes after they've raised them. look what happens, eric schmidt has a shell company in bermuda, why did denise give up her citizenship reasons? isn't it sad to hear phil mickleson say that. >> let me say this, do you know gerard depardieu, the french actor moved to russia and he was complaining about 80% tax rates. >> sean: 75. >> all right, 75. phil mickleson, is i think the

i would say it's an open secret and i think it's mrit clit significant the way that steve mcgot the police, and these people are so cowardly and they know it's wrong and evil and they don't have the guts to vote anyway and they leak the list to the republican assemblyman who is blowing the whistle. on the assembly floor a couple of weeks ago, there was another democrat who spelled out what the wish was and every gun owner in new york state only had one bullet for one gun. and these people are menacineme good luck if you have two burglars in your home. the woman in georgia shot the guy and he walked out of the house after being hit five times and that's the bullets that she had. you mention the emotion of the moment and selected moral outrage and none of these laws
